My spouse is in the US and currently out of status. If I get PPR, should he courier his passport to me or request for change of visa office. We are Nigerians.
If he's currently out of status in the US, I'm not sure if you'll be admitted to Canada in the first place. The US and Canada share immigration information and it's part of the checks for PR approval.
