Post PPR very urgent question, Please help!

Guyz,

Seems like I am in trouble, yesterday i received PPR. I live in Qatar and for sometime my wife is living in Pakistan, keeping in mind that i will receive PPR in near future i carried her passport with me to Qatar (i did not know that its a criminal offense). Now i have both the passports but i am afraid of submitting them since my wife is not here and i have her passport.

Can you elaborate on why it is a criminal offense to have other's passport in possession? How did you know that?
