Post-ITA Statutory Questions for previous visa refusal

In the Post-ITA Statutory questions, there are two questions:

1. Has XXX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?: (required)
2. Has XXX been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country? (required)

Previously, my J-1 (internship) visa to the US was refused under section 214b (not showing enough ties to the country applying from). Should I answer YES to both these questions or only for 2?

Please help ASAP. I am running out of the 90 days time limit.

Could you please explain why the answer for No 2 would be NO?

Note. My visitor visa for USA was rejected in 2014 for the same (tie) reason. What should I answer?
