I received my graduation status letter from Seneca College on March 15, 2012 (Seneca letter enclosed) and my final Transcript on March 13, 2012. As per the eligibility requirement of post-graduation work permit I do meet the requirement. I have 90 days from my graduation date to apply for my post gradation work permit. Unfortunately, due to my final exams month of November 2011 and my ignorance of study and work permit rule I lost my study permit and Restoration time period as all this days I was awaiting my Graduation letter from the college. because without Graduation letter i am not eligible to apply for work permit.

what would be the possible solution.

Consult a lawyer asap...
 
you can call CIC to explain your situation and also write an explaintaion letter when you apply for PGWP. CIC can trace your file by your client number. Shouldnt be a big issue

It appears that the OP let his/her Study permit expire in Nov/11. So s/he is well past the restoration period of 90 days. So no longer eligible for PGWP nor new status.
