Hi,

I moved to Canada to purse a 3 year diploma in Graphic Design in 2010, but dropped out after my fourth semester. I reapplied for a student visa extension last year, enrolled in a 8 month diploma program (Web Development) and have recently graduated. I am currently in the process of applying for my Post Graduation Work Permit, my question is:

Would I be eligible to apply for a Post Graduation Work Permit for all of the years I have spent studying in Canada or am I restricted to just applying for the most recent program I have graduated from?

You qualify for an 8 month PGWP since the 8 months program is the only one you successfully completed. So no - you will not get credit for all of the years you spent studying in Canada.
