Hi,
my study permit expired on 31st July. I applied for post grad work permit on 22 May. My work permit got refused on 29 July as I failed to submit a document. On 1st Aug , again I applied for the work permit by submitting all the required documents and it got approved on 17 October. so the period in between which was 31st July and 17 Oct, I could work or not? After the refusal I could have work in canada or not?

No. I believe that you would have had no authority to work in that period.
 
You can work once you have applied for PGWP so yes. You are very luck if you applied a day late and still got approved! Congrats.

And he got approved. Don't remember study permit being a requirement to be able to work once you applied for PGWP.

The OP needed a valid study permit to be able to apply for a PGWP. He is lucky to be approved, maybe because he reapplied for a PGWP just one day after his study permit expired
