Post-graduate work permit extension refused

I applied for a post-graduate permit after graduating from university. At the time, they issued it for 1 year, up until the date of the expiry of the passport. I applied for a new passport through the embassy of my home country, and it took a lot longer than expected. Meanwhile, I submitted my application for the permit extension, and I included a note explaining the lack of passport on file as well as informing them that I will send a copy of the passport to be added to my application as soon as I receive it.

I did just that at the beginning of December, sent a copy asap. Based on the tracking number, it arrived on the 10th. Two days ago I received a letter in the mail dated Dec 20th, informing me that the extension was refused based on the lack of passport on file. They had it for 10 days!!

I called the call centre and they weren't much help, they said I should have called the centre to inform them that I was sending new documents, otherwise they don't open their mail. I assumed that since I have already written in my application that I will send the missing document, that would have been enough to make the officer look for one. I'm waiting to be called by CIC to explain the situation further, and I want them to reconsider their decision based on the fact that they were in possession of the document at the time.

I'm currently out of status, now I have to apply for restauration and I'm not going to be able to work for 3 months while it's being processed. I have a new job that I'm supposed to start next week. I'm pretty flabbergast at this situation!

Has anyone been through something similar?

It seems to be normal operating procedure for CIC, sadly.

And you're right - you need to apply for restoration of status plus wait for them to process your application, which they will scrutinize carefully because of your prior refusal.
