Post-Grad Work permit at the candian border?

Hi,

I am a Masters Student at a government funded university. The masters program in the University offers COOP. Seeing the opportunity I let myself register in the COOP program and got a job in a company. After working there for two terms, I applied for internal job postings, got few interviews, was selected for one, and the company offered me a job with the criteria that I get my masters degree and get a valid post grad WP and join the company. They asked me to join by 20th Aug. I was pretty sure at that time that the I can get the WP at the border within few hours, so the date was not a problem. I settled everything with my proffesor, and now I am going to give my thesis defense by 16th July 2012, and expect to get the letter of graduation by the end of july. But now the border security dropped a bomb on me saying that the WP cannot be applied at the border (but they do certainly print them). This bomb throws me out of my schedule, if I cant apply for WP at the border, then this means that I have to wait for a month (or more) to get the WP, a time that i cannot afford. I am not sure that the officer gave me the correct information or not as many of my friends at Vancouver, B.C, were able to get their WP through flag polling at US-Canada border (I live in Windsor). I have already asked for an 1 month extension to my employers (after which they gave me the date 20th August), I am not sure if I can ask one more. So my question is can I apply and procure the post-grad WP at the border. I have a US visa and Canadian study permit (valid till Aug 31).
