Possible to get belongings here during PR application?

I am a US citizen being sponsored by my Canadian citizen common law partner. I am planing to stay in Canada while my PR application is being processed. I visit the US every month or two so I would never be in Canada for more than 6 months straight. I would like to know if it is ever possible to bring your personal belongings across the border legitimately if you want to stay in Canada while the application is being processed. And I mean a U haul full of furniture, clothes, and all kinds of household belongings.

If you want to bring a u-haul full of stuff your going to have to have the PR visa to do so....

you might be able to, but you will have to pay taxes.... see here for more details http://www.cbsa-asfc.gc.ca/noncan-eng.html
The other option is to declare that it is household thing for a Returning canadian - but I'm not sure that you'll be able to get everything in, as there is a limit. here is the information.
The easiest is of course to wait for the PR and declare altogether - but I suppose that if you are asking, that's not an option.

As said above, it is virtually impossible without COPR. I think you could possibly do it but you would be clobbered for a lot of taxes and obviously the more things and the more expensive they are the harder you will get hit. If it's any consolation I am in exactly the same situation and want to wait out the last part of my PR application in Canada and this is a big hurdle. You could alternatively have family/ friends (I know that they are not going to be too keen to have all somebody's stuff dumped on them) hold them until it is issued and then collect it later or have it shipped later. Trouble is I guess friends/ family could be swamped with goods until you get your COPR.

It's generally a bad idea to show up at the border with all of your possessions before you have PR (even if you're willing to pay tax on everything you're importing). Although these cases are rare, we do see a few examples every so often where people are slapped with a one year band from Canada for doing just what you've described (because the IO determines they are behaving as a resident rather than a visitor). For this reason alone I personally wouldn't risk it.
