It's generally extremely difficult to obtain a closed work permit. You have to find an employer in Canada who is willing to give you a job and also obtain an approved LMIA. Generally it's next to impossible to find employers willing to go through this process.

You cannot "convert" a visitor visa to PR. If you want to apply for PR, this is something you do separately if you qualify. Having a visitor visa does not help you in any way to qualify or apply for PR.
