I am an international student at Seneca College. 2-year program. 1st year is done.
My wife is here with me in Canada on the spousal Open Work Permit or whatever you wanna call it.

Every now and then I check the requirements for the PR application and stuff like that. I can swear to God (unless I am delusional) I thought you needed at least 2 years of college + 12 months of NOC 0, A, B experience or 2 years of NOC experience if you didn't go to college here in Canada.

I went to check the requirements on CIC.gc.ca again today and was surprised to see that there is no requirement for 2 years of education anymore. Did they cancel it? Do people only need 12 months of NOC experience now? In that case my wife can qualify in 2 months since she landed a supervisor job almost a year ago and she seems to be within NOC requirements.

If that is the case, can she apply as a principal applicant being an accompanying spouse to me? She has an open work permit for the same length as my study permit but what confuses me she came with me as my spouse so can she be in a role of the principal applicant at all?

These new changes are so confusing sometimes.

Please help me answer my questions. I would really appreciate it. Thank you!!!

Hi, dosent matter if it a spousal or PGWP or closed workpermit or any other workpermit

As long as you are working legally in canada and its a skilled work,,, you are eligible for a CEC.

The other think, yes the eligibility requirements have changed since Jan 02 2013. where the applicant should have a 52 weeks/12 months of full time/part time work experience with minimum of 30 Hours per week...

The point is your wife is eligible as a principle applicant once she gets 12 months of work experience.

The latest CEC manual

Yup, the new rules came into effect on January 2nd, 2013. Read the document check list and start gathering all your documents bud. Good luck :)
