Take note: "positive selection decision" is still in the selection process. it is not yet a final decision. it just simply means that your application is in selecetion process and showing a positive progress and this positive progress is confirmed by the immigration through giving a file number, confirmation number. once you have a positive reply from immigration, you can apply for a work permit for one last chance. if your PR application is refused, you have no other choice but to leave and no more chance for applying a work permit. but if you get approved, you will be officially a permanent resident of Canada!

Here is what I think about this statement. yes from April 2011, the work permit cannot be extended beyond 4 years. For the applicants who got positive selection decision (PSD) for CEC application can apply for further extension beyond 4 years. So now what is PSD? In my opinion PSD is not that you actually got ur PR. If this is the case you don't even need a work permit then why worry abt 4 years limit. PSD can be any of the following:
1. You have already done your medicals and waiting for the next stage. This means that you are eligible for PR under CEC. In this case you can apply for an extension of your work permit beyond 4 years.
2. You got your file number and postive eligibility review for your CEC application. Then also you can aply for an extenison beyond 4 years. Because some embassies issue you medicals when they think that they can finish your application within like 3 months after medical exams if you are medically fit and some embassies like Buffalo issue medical request alongwith AOR to get rid of this step.

As you all know that CEC selection crieteria is pass/fail. So PSD means that you are eligible for processing under CEC stream. PSD doesn' guarantee you PR status but it ill tell you that atleast you meet the minimum requirments and your file will definately go ahead for next stage.

I know I am trying very hard to explain this and sorry abt such a long post. Hope you all get my point.

Hi ynoweh - just to be clear, all CEC applications are processed through Buffalo, it will NOT be processed at Manila. Most recent data on processing times for CEC is 14 months. However, CIC has recently published a processing standard of 10 months for the completion of 80% of CEC applications, so it is quite possible that processing will be faster than 14 months.
 
yes, all CEC application will be submitted to Buffalo NY only. Maybe you were trying to say about FSW program. FSW program can be processed in manila. :)
