I am a Cuban engineer and two months ago I got my permanent residency in the US. I request political asylum on reaching US and then through the Cuban Adjustment Act I got my residence. But my wife is in Cuba and we want to apply to the Express Entry Program because we want the familiar environment that offer Canada's cities and their immigration programs. She apply as principal and I as a companion because she domain french language.

Is there any prohibition for US permanent residents to apply the Express Entry or any other program? And for those who have requested political asylum? My wife and I could be accepted on canada's inmigration programs in those terms? Thanks a lot the help.

There is no prohibition. You should follow the same process as anyone else when you apply.

Mr .Scylla are you shure? Even having asked for political asylum? Not that I doubt your answer, but where I could find the information referenced? Basically to use as a defense if I have problems? Thanks a lot!!

If you have a green card now, NOT a provisional green card, you are good to go. You will be treated as a Cuban citizen (as you are not yet a US citizen), and your status in the US will not affect the outcome.
