Police Report

All
One of my friend who recently received AOR is having a hard time getting the Police Clearence Certificate. He is from Nepal but had finished his high school in India and currently is living in the United States. He sent his family member to the Indian Embessay at Kathmandu , Nepal but they told his family members that he must be present at the embessay to receive the PCC. He tried contacting Indian Consular Office here at Chicago with no luck whatsoever. Any advised would be highly appreciable.
