Police report for Venezuela

Please can anyone put me through on how to get police report from Venezuela.I don't have a cedula but I stayed there for over 6months.

Did you check the info on CIC site? http://www.cic.gc.ca/english/information/security/police-cert/central-south-amer/venezuela.asp

Edit: Actually this info all seems to be in Spanish and states you need the cedula, and consulate will not help you. Does seem to be a tough task!
