Police/FBI clearance for non-immigrant applicants from USA

We live in the USA on H1b/H4 visa. My spouse does not have a SSN. How to fill the FBI clearance form then? It says last four digits of SSN are mandatory on the FBI Identity History Summary Checks form.

Also we have a 2 year old child who is a dependent on my Express entry application. He is not old enough to sign the FBI request form, how to handle his background check?

Any help is appreciated.

SSN is not mandatory for FBI clearance. I got mine while I was on student visa without SSN, just leave it blank.
