I had been living in Bangladesh and had not visited any country.Do I need police clearance?

You need Police Clearance certificate from every country where you stayed in for 6 months or more. That includes your home country. So, yes!

It is surprising that Abu Dhabi Immigration Office asked me for a Police Clearance Report from Pakistan even though I permanently live in Kuwait and only visit Pakistan for 2 to 3 weeks in a year.

Just giving u tough time...rule is any country u live 6 month or more require police clearence certficate...but if they requested try to get some how...so it should clear condition from u...good record...abroad...
