Police clearence certificate

Hi to all, my sister 65 yr old, under migration process to Canada, being sponsored by her son. Her application was filed in 2008, now she has received letter to get done again medical and police clearance. Now the problem is that she is currently in Karachi, but in the past she has resided in Kenya for few years. We have supplied them police clearance in past from both pakistan and Kenya but now it is not possible to supply Kenya PC in dead line period, as the Kenyan high commission in Islamabad says the relavent guy is out of country. If any one had such experience in past and how they tackled it? What should we say to CHC ISB about not submitting fresh PC again, would they relax the requirement to submit PC from Kenya. Highly appreciate your advise/experience in this regard.

if she hasn't stayed in kenya since providing the previous police certificate - then she can explain that to CIC and she'll be fine.

But if she continued residing in kenya for a period after the "expiry" of the old police certificate - then she will have to provide a new one.

CIC will not waive the requirement of a police certificate easily, unless you show them that there is a real obstacle preventing you from getting it (an example would be something like: you went to the kenyan embassy and they said they dont do PCC, and informed you that you have to travel to kenya to apply for it there -> so you applied for a visa to kenya - but the embassy refused the visa also)... In such a case most probably they'll waive it.
