Police Clearence Certificate

Hi Friends, I am sure somebody can help me in this matter. I applied for refugee case in 2003 which got refused in 2004. I applied for H&C same year. Last year onlu I got a letter that I was approved for the first stage. now today after waiting for 10 mths I got another letter that I shouls submitt Police certificate and renewed passport from my country while my country's consulate web site says that "No passport or consular services are admissible to the claimants of refugee status. " Now I am bit cofused because my passport also got expired in 2009. So My question is : is it necessary to submitt police certificate and renewed paspport and if the embassy refuses to entertain my request what should I do?
Plz help me.

Contact CIC immediately and ask them how to proceed in the present circumstances. If the documents weren't necessary, they wouldn't have been requested. Don't wait for more days to go by as I am sure they put a deadline on the request.
