I was told a criminal record check from RCMP is required. I have to send my finger prints to a third party and they convert finger prints to digital for police clearance. Its also mentioned on CIC. So I gave fees to reliability solution finger print to get me a police clearance from RCMP.

"As part of a complete application, applicants, their spouse or common-law partner and their dependent children 18 years of age or older (including non-accompanying dependents) must submit a valid police certificate for all countries or territories (except Canada) in which they have spent six months or more in a row within the last 10 years since the age of 18"

In some cases, applicants may receive a request from IRCC for a finger-print based Police Clearance. But IRCC states very clearly that it is not required upfront as part of the EE application.
