my wife lives in costa rica, i am trying to sponsor her, I have a question though, she got her police certificate clearance done, but does she have to get fingerprints too? I am confused, I saw somewhere that there needs to be fingerprints can't remember where right now though, can someone please clear this up for me asap! thanks!

I beleive you don't need fingerprints for Costa rica. Info from CIC site regarding Police Clearance. Below is does mention anything of fingerprints.

How to get one

The Poder Judicial, Dirección Ejecutiva, Registro Judicial issues a document indicating previous convictions. To obtain this document, You should present a letter from the Canadian Immigration Visa Office requesting the certificate with your full name, full names of parents, date and place of birth, passport or identification number, aliases, etc. and an original identification document or passport, plus applicable fees. Payments for police certificates are made at Edificio de los Tribunales, ground floor, in front of the Organismo de Investigación Judicial. Applications must be made in person at:

If you got the police certificate without fingerprints, you don't need them. CIC doesn't need your fingerprints, only the police in certain jurisdictions. There may be confusion because the FBI formerly returned U.S. citizens fingerprints along with the police certificate, but they no longer return them and they write the results on a different sheet of paper.
