I lived in Chicago,IL , USA from Jan 2007 until Nov 2009. currently m residing in Dubai from 2012.

my question is ...do i need to obtain PCC from USA? or only from Dubai?

From both the places. And every other country where you've lived for more than 6 months at a stretch since turning 18.
