I am doing out land sponsorship, my live in Sweden, she was studying in 7 month Singapore . I try to sent the full package to CIC but couldn't get the Police clearance from Singapore. I followed the instruction from the site:http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/singapore.asp#spec.
I had my friend go The COC Office is located at:
Head Criminal Records, CID (COC Office)
Blk D Police Cantonment Complex #02-07/08
391 New Bridge Road
Singapore 088762
with all the documents beside: COC Appeal Application Form (for non-citizens only) and COC letter of request from Citizenship and Immigration Canada .
He was told that this Police cannot be given to the applicant until their get the Appendix A and the COA appeal application from you and it will be directly sent to CIC
AS per the Operational Bulletin 314- August 8, 2011(http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob341.asp) As per this bulletin: “CIC requires a COC in order to assess an applicant’s admissibility to Canada and will not accept a Statutory Declaration of no criminal conviction. Effective immediately, inland and visa offices requesting a Singapore police certificate from a non- Singapore citizen should send the sample letter and the COC Appeal Application Form(only available in English) in Appendix A to the applicant. The letter asks the applicant to submit a request to obtain COC(s) to the SPF along with a copy of the letter issued by CIC. The SPF will send police certificate directly to the inland or visa office, and not to the applicant.

How can I get the police clearance within 30 days and can I sent CPC-Ottawa an email stating that I need Appendix A – Sample letter (PDF format, size: 40 Kb) (PDF, 39.81 KB)
COC Appeal Application Form (PDF format, size: 15 Kb) (PDF, 14.88 KB)
from them before I can get it from Singapore . Please advice. I am too confuse with this process. What do i have to get the documents delivered to CPC-Ottawa.
