I am sponsoring my wife for PR. She has a police clearance from China that is about 4 months old. I know the clearance should be no more than 3 months old when the case processing center receives our application. However, as she has been studying in US since August 2012, from a logical point of view, it wouldn't matter too much if her police clearance from China is a little more than 3 months old. Anyway, my question is: can I submit the old police clearance with our application and write a letter explaining that we'll send in an updated clearance from China as soon as we get it? Will that delay our application process?

You can certainly try sending the old one in. CIC may ask for a new one (impossible for any of us to say if they will or they won't). If they request a new one, this will create some delay for your application.
 
Thanks for your reply. You are right we never know if the CIC would ask for a new one.... I was hoping to see if someone actually did this before. Anyway, I guess we'll just get a new clearance before we send in our application to be on the safe side.

Yes. I sent an expired one with a note that a new one had been requested and would be sent to them when received. CIC was ok with that.
