police clearance letter

my wife was in netherlands for over 1.5 years. she needs a police clearance certificate from there. They need a letter from CIC for the police verification. we received ITA. how do i ask CIC for the letter for the netherlands's police certificate? I checked cic website but i wasn't clear.

Any suggestions? please share if you have any personal experience for similar experience.....

Please read the instructions:

"Do I need to provide a police certificate for Express Entry?
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from IRCC to get a police certificate.”"

Even if you are a citizen in such a country and do not reside there anymore?
