Who needs to provide these? The principal applicant only, or does the spouse also need them?

Also, what period of time triggers a requirement for a PCC - e.g. if I lived in the US for a year over 5 years ago, do I need the FBI clearance?

The PA, spouse and dependants. All applicants for Canada Immigration (Permanent Resident) Visas, 18 years of age and older, must submit a Police Certificate from each country in which they have lived in for 6 months or more since their 18th birthday as part of the security clearance process.

Therefore, no doubt, you need a PCC.

Does PCC need to be send alongwith Application Package or can it be send at later stage???
 
PCC is required to be one of the important document with the application. However, if any one need more time, a self signed statement and undertaking for later submission should be attached. The PCC should be submitted at the earliest when the application is received by the respective visa office.
