I got my PCC issued today ( 23 may 2016) from Passport office in India.

However, I will be leaving for USA in August 2016 for pursuing Masters degree.

I plan to get American PCC from FBI too after completing masters there and apply in Express Entry from the US itself.

I read that
a. PCC should not be older than 6 months for current country of residence (it will be USA for me , when i apply next year)
b. PCC should be issued after last date lived in a country of previous residence (that is Indian PCC in my case)

So should I get a PCC in August just before leaving India, or this PCC issued 2 months before leaving India would suffice?

IMO, as per CIC, You should get PCC after you leave the country (for previous country of residence). You will visit India while doing Masters from US too we never know as lots of students do. CIC is changes rules anytime for any Program. So do not worry and keep this PCC with you if in case you need it for some reason. You have enough time to get another PCC from anywhere later on. hope this will help. Good luck.
