Police Clearance Certificate Indian Consulate Money Order Question

I have a question regarding the money order for Police Clearance certificate at the Indian Consulate San Francisco

There is a $25 fee and a $3 ICWF Fee.
They also mentioned that this ICWF fee has now been reduced to $2
Do I need to combine these fees in one money order ?

I got my PCC from Atlanta Consulate and used two separate money orders. I am not sure about one combined money order but two separate money orders will definitely work.
