This is a post to share my experience in getting Police Clearance Certificate in India (Chennai). I hope this helps someone having a problem of having different address in passport than present address and not having a proper address proof.
To get the PCC we need to submit an online application in Passport Seva Online portal which is a straight forward process. I was able to submit separate applications for me and my wife, and book appointments. But the problem was the address in both our passports was different from our present address. When I called the customer care of passport seva, they said that I need to bring a present address proof (the usual ones accepted in india like LPG bill, telephone bill etc). Luckily I had the LPG bill in my name. But for my wife there wasn't any thing in her name to show as proof for present address (except a vehicle registration certificate which is not in the accepted documents list). Marriage certificate along with my proof is not accepted as well.
So the customer care person suggested that I can open a bank account in my wife's name and show the passbook, but the passbook should have the present address, her photo should be affixed with a bank seal on it and there should be at least one transaction entry in it. I only had 3 days until my wife's appointment with passport office. So when I looked around for opening bank account, I didn't want to do it in public sector banks, most probably they will delay the process in every step until getting the passbook in hand (based on my past experience). So I preferred to do it in a private bank, but their minimum balance amount is higher than that in public sector bank. But I didn't have a choice, so went ahead and opened an account for wife in HDFC. They opened the account same day, activated it and gave a passbook with address as mailing address which is present address. I asked for affixing photo with seal and they obliged. They only asked for Aadhar and PAN, did not ask for present address proof.
Even though its a newly opened account with a single transaction they accepted it as proof in passport office and they issued a PCC for my wife then and there without police verification. As for me, they said verification needed and so it was issued on 5th day after police verification.
