Is there any recent changes regarding PCC?

I have to told to get PCC to apply for Study Permit from India under SDS Category. Previously I was told that it is not require.

Is the agent doing the PCC or is he is asking you to do the whole process? The reason I am asking is if he is asking for money to apply on his own this sounds more like trying to take out money from you. I looked around but their is no mention of PCC in docs at all.

Agent asked us to get the PCC and there is no appointment available for 6-8 weeks to get PCC. Agent is also mentioning that it is not mandatory and nice to include in the file.

PCC's sole purpose is to see whether there is some criminal case or something likewise under the name of applicant and moreover PCC needs to be of period once one leaves a country. Why to waste money now when you definitely have to get another one once you leave country and moreover no need and also no date available as you are saying.
