I want to sponsor my wife (Family Class, Outland) for PR and then have us both move to Canada. We've lived in US for 29 years. The instructions say to provide a police certificate for every country you've lived in since you were 18 - it seems unlikely that the Irish police will have any records for her time in Ireland 30 years ago, born and raised there. Has anyone tried submitting without additional police certificates if they've lived in one country for so long? thanks for any insights here.

You need to provide the PCC from Ireland. You risk the application being returned as is incomplete if you fail to include all of the required PCCs. If IRCC does not return the application, they will request that you submit the missing PCCs and will hold processing of the application until the missing PCC is received which will result in processing delays. You need to follow the instructions exactly.
