In the instruction guide, under police certificate section it was mentioned as below for hong kong

If you live outside of Hong Kong
Visit the Hong Kong Police Force website to find out how to apply. You must provide a letter with a clear return address from the CIC office in Canada or overseas visa office that is requesting the police certificate.


Now how do I request / get a letter from CIC ?

It appears that you may have to wait for CIC to send the letter, as according to the Hong Kong police website, they mail the certificate directly to the Canadian Consulate. www.police.gov.hk/ppp_en/11_useful_info/cert_no_crime.html#oversea

If you don't want to wait for CIC, after receiving your file number(acknowledgment of receipt), you can request the certificate on your own but make sure you provide the mailing address of visa office handling your application as well as your file number for easy reference.
