Hello,

I have been in Canada for 5 years: 4 years studying and 1 working under Post Grad Work Permit.
Before that I was living in Russia, that is my Mother Land. I am applying under CEC, and they need "police certificate from this country or territory."

Do I need to provide PCC for both Russia and Canada?
Please help!

Oh my, no, that is not correct.

You do need the PCC from Russia. You do not need a PCC from Canada.
