If you spent 183 days or more (cumulative, need not be consecutive) in another country in the 4 years before you sign and date your Citizenship, application, then you need to provide a PCC with your application.
However, if you don't, then either your application will be returned OR if it's accepted, then they would most likely request for the PCC later on. This could result in unpredictable delays in processing. It is advisable to submit a complete application.

What country(ies) would this apply to you for? Some countries are much easier and quicker than others to obtain a PCC, I would imagine there are many countries where its absolutely impossible to obtain too.
