Hi!

We have submitted our medicals, but have hit an unexpected bump with the Police Certificates. We studied in Bulgaria a while ago. To get the certificates done, we got help from a friend in Bulgaria.

But somewhere in this lengthy, bureaucratic, and expensive process of getting this paperwork, the Police Clearance Certificates have been apostilled by the Ministry of Justice, and not the Ministry of Foreign Affairs. Now, we got the certificates translated by an authorized translation Agency, but the Embassy of Bulgaria in Toronto would not fully validate the Certificates because they were not apostiled by the Ministry of Foreign Affairs, and they are not allowed to work under the seal of the Ministry of Justice alone. They can however certify the translation itself, but again, not the validity of the document.

We were given 60 days to file these documents, and we didn't really waste any time. It's just that the process is really lengthy and bureaucratic in Bulgaria. Now that we are close to the expiration of this 60 days, we learned about this obstacle. We contacted CIC and according to them, there's really no way of saying if the Office would accept the Certificates.

We are not sure we want to take the risk, but at the same time, the cost and time of having these certificates fixed make us simply want to "just get this done" so to speak.

If anyone has experience dealing with such issues, could you please let us know! Your help will be greatly appreciated. In particular, the questions we are looking to get answered are:
a) General idea of "would this work"?
b) The consequences of submitting these non-100-% certificates on our applciation - e.g. delay? rejection?
c) other tips?

my two cents:
send to CIC whatever you have with a letter of explanation or any documents that can explain your current situation, and that you are working on having the right documents,( and get them) asking for an extension on time.
I believe that is better than doing nothing.
As background...A couple of friends sent pcc from their country that were 5 months older when the application was submitted with a letter of explanation, and applied for new ones in the mean time, they had a positive decision from CIC a couple of days before they got the new pcc.
I think worst case scenario for you will be a little delay in process
