Hello,

I applied to worker program under list of 38 professions.
I received answer from Centralized Intake Office Sydney that I must submit all documents with in 120 days to Canadian embassy in Tel Aviv.
I have a question relation to police certificates:
I have been living in Israel since 1995; I was born in 1973 in Russia (then I came to Israel I was 22 years old).
Since 1995 I not lived in Russia (I came to Russia only in 1998, 2001 and 2004 for 3 weeks). In 2005 I received from Russian embassy in Israel clearance police certificate.
My question if I need to ask from Russian embassy fresh clearance police certificate because in Citizenship and Immigration Canada wrote that certificate must have been issued no more than three months before I submit my application to Canada embassy.
Please help with decision if the certificate from 2005 is good in my case.

also, you have to have the police clearance certificate from every country where you have lived for more than 6 months after the age of 18. you say you left russia at the age of 22, which means you lived in russia for 4 years after you turned 18, which again means that you have to get a police certificate from russia. good luck.

The problem that it take about 6 months to get this ducument from Russia, but I need to submit all documents with in 120 days.
Please advise what to do? If I will submit all documents but this certificate late it is terrible?
May be to submit old certificate and write to them thay new certificate will be sent?

i'm not an expert, but i would do the following if i were you.

i would apply for russian police clearance at my earliest. i will gather all other documents before 120 days deadline. i will prepare a cover letter to explain that it takes 6 months to get police clearance from russia. i will also explain in the cover letter that this is beyond my control to get the police clearance from russia before 6 months because they (russians) take 6 months at the minimum (just like you said). at the same time, i will submit them the proof that i have applied for the russian police clearance certificate. after preparing all these documents, i will submit them the documents. once i get a file number from the visa office and i have received the russian police clearance by that time, i will send my russian police clearance to the embassy with another cover letter mentioning my file number.

please note, i have read opinions from experts that 120 deadline can't be extended. so i guess unfortunately there's nothing else you could do anyway expect to do the above.

which part of russia are you from? i have lived in moscow for five years but before i was 18.

I think it also says that, if you already have a PCC from a country that you have left and no longer visit(for more than 6 months) or are resident in, then you do not need to provide an updated one.

For example, I lived in a country X from age 3 to age 22. I have just received the PCC of that country X. Even though it says that it is valid for only 3 Months. Now, from Age 22 till today I have neither visited nor stayed in that country, so it won't make any sense to ask me to get a new one from that country again, as I have not been there.
If, however, I am asked to get a new one from that country, and they insist on me getting it, believe it or not, after all I have gone through to get this one, I think I will just withdraw my application and donate my fees as a Goodwill to Canada. (LOL)

However, if you are resident in a country Y and you are still resident in that country, and, if you had provided a PCC say 6 Months ago and they request you to get a "Latest" one that is not more than 3 Months old, That makes sense, because you may have done something wrong in between and their maybe an entry in the Police records now. (No one knows and that is justified and makes sense).
So, it means, that for the country, in which you are presently resident in, the PCC, cannot be more than 3 Months Old.

This is my understanding anyway.!!

yes i had also heard about what BobbyB just explained, in the past. thought i answered in light of my personal experience. i am from pakistan but living in south africa from the last many years. though i had a police clearance from pakistan when i left the country and haven't even visited pakistan since many years, but when i extended my work visa here in south africa, they asked me for a fresh police clearance from pakistan which they said should not be older than 3 months. honestly speaking, this didn't make sense to me either but in the end, i ended up having a fresh police clearance from pakistan. but yes, this was about dealing with south african home affairs and definitely not with citizenship and immigration, canada. based on the explanation by BobbyB, you could make a decision about whether to take a chance by submitting the old one and explaining this in the cover letter or to apply for a new one and at least submit the proof that you have applied for a new one. my two cents... whatever you do, apply for a new one anyway if that doesn't involve a lot of cost and effort. this is only for you to be on safe side. in case they demand for a new one, you will already have that prepared by that time without wasting further time. good luck.

You can apply to the Russian embassy in Israel I guess but it will take them 3 month to get it to you.
 
Hi,
I am from India and had to submit FBI clearance for my wife as she was in USA for three years in H1B, which takes around eighteen weeks and didn't reach us before the deadline. What we did is, we submitted all other documents and, notarized copy of my wife's Social Security Card, copies of forms she had to send to FBI requesting the clearance, notarized copies of all her VISA related papers along with a letter explaining the situation and mentioning that the FBI clearance will be sent to them as soon as we receive it. My deadline was 12th May 2009 and we sent the FBI clearance on 26th May 2009 and it reached them on 28th May 2009 mentioning the file number on the envelope. We have received application fee receipt for our newly born daughter after that.
We have done what we thought as best option in this situation.
