Can we scan Police Certificate? It's generally important document that we cannot open the envelope. But for EE, we need to upload it. So, we are allowed to open?

Yes I believe that you can open it and scan it if you are talking about using it for your EE application.
There should be no issues opening it, CIC required it to be sent to them by post, please make sure that you send to CIC all the pages received by you as a part of the police certificate.
