I need some help interpreting the information with regards to the Police Certificate published on Canada.ca website.

To immigrate to Canada, you and any family members who are 18 years old or older must include your police certificates as part of the application for permanent residence. You need one for every country, other than Canada, where you stayed for more than 6 months in a row in the last 10 years since you were 18 years old.
If you need one from the country where you currently live, it must have been issued within the last 6 months.
If you need one from a country where you lived in the past, it must have been issued after you last lived in that country. If it has an expiry date and is now expired, include it. We will let you know if you need a new one.

I am an Indian citizen born and lived in the UAE all my life. In the last 10 years, since turning 18 I have only visited India for very short trips but not for 6 months in a row. What I understand is that Indian PCC is not mandatory for me if we go as per the website's explanation. However, upon my lawyer's insistence I still obtained the Indian PCC after a struggle of over 2 months, which was issued on 20th Mar 2018. I happened to visit India from 24 to 28 Mar and as per my lawyer the Indian PCC then becomes invalid as its not issued after I last lived in the country. My lawyer is stuck with the information that was earlier published on the website that stated a PCC is required from the country where an applicant has stayed for 6 months in total. Plus, when I explain him that as per the rule I dont have to get Indian PCC, then he says that Canada requires one from country of origin but I dont find that published anywhere.
So, my concern is he right and do I have to obtain new Indian PCC?
Secondly, I got my Dubai police certificate issued on 15th Jan and it has a validity period of 3 months (means it expires on 14th Apr). However, as per CIC's requirement it is still within the 6 months validity. Should I get a new certificate, if suppose I end up applying after 14th April.
