Police certificate - Impossible to obtain from Afghanistan

If someone else had faced the impossibility of getting a police certificate from a certain country?

I am sponsoring my husband who is not living in his country of citizenship. Getting the police certificate from Turkey, where he's been living for the last 6 years, was really easy. Afghanistan requires him to provide a good copy of his tazkira for emitting a police certificate, but unfortunately, he never had one. There is no way he can get a tazkira from outside of Afghanistan. Getting it in Afghanistan requires that he provides his father's and grandfather's takiras. They both died long time ago and never had a tazkira either.

Instead of sending a police certificate from Afghanistan, I wrote a letter explaining the absence of police of certificate. I also provided them with a research document about the difficulty/impossibility of getting a tazkira from Afghanistan I found on the Web.

Does anymone had faced such a situation? What did the VO do?

I have a similar situation, where I could not provide the Police Certificate. I did pretty much the same - I explained the situation, printed all the emails I had exchanged about the procedure to get the certificate etc, and why it was not a possibility...and ask for their understanding on that matter. I also provided a certificate from my employer (I was working in a country different from my nationality) that I had committed any crime, and that said country had let me in again at a later stage, which obviously meant that I had not committed any crime in the country.

I sent it to my VO a few weeks ago, and I'm still waiting for an answer - so I can not tell you what the results are... I really hope that they will understand....

In your case, if they have had similar cases (with people from Afghanistan) they might know about the difficulty of getting a Police Certificate. I wish you good luck!

My husband was in the same situation. We couldn't obtain a police certificate from Kuwait becuase he was there for a year and a half in the 80's and all of the records were destroyed in the war.

We included a letter that explained everything we had done to try to obtain the certificate. We included all of our email exchanges with various embassies and consulates. We also provided quotes from goverment web sites which said our certificate was impossible to obtain. Last but not least, my husband stated that he had not committed any crimes while he was there and asked for this letter to be accepted in place of the certificate. He also explained that he was there on a US military contract and if there had been any issues, he would have been removed from the country immediately.

As you can see from my timeline, my husband had no issues being approved.

Don't they just request police certificates from the 10 years prior to the immigration request? According to your timeline, getting a police certificate from the 80's was not needed, so getting it or not wouldn't have changed anything. Am I right?

In our case, the missing police certificate is from my husband's country of citizenship, where he lived for most of his life. He went back there three times since he moved to Turkey. If he were a criminal, he would probably have had problems; therefore, I'll keep my fingers crossed and hope the VO doesn't request more documents from us.

you don not need to send pc from afghanistan by yourself. I don't know the link now, but on cic website it says, that from certain countries, including afghanistan, you should NOT send the pc unless they advise you to.

The last time I checked, CIC website was providing (outdated) information about how to get a police certificate from Afghanistan. We got more accurate information by calling three Afghan consulates (Ottawa, Istanbul, Ankara). Hmmm, let me check again...

Actually, I remember reading something like that, but it was on an American website about immigrating to the USA. There was a list of countries for which a police certificate was not obtainable, and Afghanistan was there.

Police certificates must be provided for every country lived in since the age of 18 for more than 6 consecutive months:

Who needs a police certificate?

In general, you and everyone in your family who is 18 years of age or over need to obtain a police certificate. You must obtain a police certificate from each country or territory where you have lived for six consecutive months or longer since reaching the age of 18.

As far as I am aware, only Somalia is exempt, as there is no central government, and there has not been one for quite a while. Only applicants coming from Puntland and Somaliland are requested to submit it, if you are from any other part of Somalia, then you are exempt. But that's one exception only.
I have asked for 2 exceptions and provided a detailed explanation, I hope that they will accept it...

Yes I recently got Police certificate from Afghanistan but its take almost 4 month and 3 days I apply through Afghanistan Consulate in Canada I am just foreign worker in Afghanistan not the citizen during my time in Afghan

Yes I just got Afghanistan Police Certificate from Afghan Consulate from Canada but its processing time takes almost 4 months and 3 days, Iam not the citizen of that country , I just foreign worker during my time was there

Afghan Consulate in Canada ask me documents for PCC below

1 ) Employment letter from Afghanistan the time was you employed there

2) Finger print

3 ) You write a letter about your self the time you there at work

4) Passport size photo

5 ) There is a form you filled up from them site

Quiet easy but it will take long times processing my is 4month and 3 days they took for process

Finally if they going to issue PCC there is a fees 52 USD

above things from Canada-Afghanistan consulate requirement for you requesting the PCC but I don't know if the same standard in any other country Afghan Consulate

I applied for a police certificate through Afghanistan Embassy in Ottawa since 13 months ago and up till now I didn't get my PCC? . really frustrating for such a very long time. I sent a lot of emails and paid a lot of calls inquiring, the replies were only verbal through the phone conversation with many and different excuses like the unstable situation in Kabul, or we will try to send a reminder again '' please call us back after one month,....... .

Very frustrating? I don't know what to do now? hopeless :-(
