Police Certificate from India and USA??

Hi I am a citizen of India currently working in USA on H1-B work visa for the past 3.5 years. I have started collecting documents to apply for Canadian PR for the Buffalo consulate. I am a little confused about the police certificates that need to be sent in the first step.

For the first step of application, do I just need the FBI fingerprints clearance done or do I need to get the police certificates from India as well??

From what I understand (just another person applying) you need certificates from every country you lived in for a period of greater than six months or something, since you turned 18.

Federal skilled worker applications are currently on hold waiting for new rules. From what we have heard, there will be a list of occupations and if yours is not on the list, you might not be able to apply for FSW. It would be advisable to wait for the new rules and see if your occupation qualifies or go for Alberta H1B program, see http://www.albertacanada.com/immigration/campaigns/h1b.html The H1B program should be faster than FSW anyway but you would have sign that you intend to settle in Alberta so it would be advisable to stay in Alberta for at least 6 months to fill that requirement and of course if you like it here, you can stay longer.
