Police certificate for Foreign Skilled worker

Dear All,
I'm a recent graduate of a Canadian university. I was on study permit and now switched to post graduation work permit. Since I graduated from a master's degree in BC I can use the international post graduate pnp. I'm going to use that and then apply for foreign skilled worker express entry(This way I don't need to wait one year for Canadian experience class). I have already created my express entry profile by the way. Recently my partner and I applied for a renewal of her passport and also police certificates to our embassy (Iran) . Now that her new passport is arrived I'll apply for BC PNP post graduate and then use the nomination for express entry. According to our embassy the police certificate can take at least 4 month to be ready!!! So I'm sure I'll get invited to apply for permanent residency way before my police certificate is ready. Now here is my question :-D
The embassy has provided us very beautiful letters that says roughly "this person has submitted a request for police certificate, it's timely and can be several months, after it's ready we'll mail it to him, feel free to contact our office should you have any questions regarding the above."

Can I submit my PR application with this letter as a police certificate and then later submit the actual police certificate???
Or should I wait until my police certificate is ready? we might mean I hold off on submitting my bc pnp application.

You can wait the whole 90 days to submit your PR application and if you still don't get it, then you can apply with the letter provided by the embassy on the 90th day. If you submit before that, CIC may consider that you did not wait for your certificate.
