Police Certificate during eligibility period

I am going to apply for my citizenship. In section 10.b of the application form it is asked if I have been outside of Canada during last 4 years, I should provide a police certificate. I came to Canada 3 years ago and since my landing I haven't been out of Canada for more than 180 days. But the explanation is not clear enough as I was back home four year ago.(one year before my landing) I do not know if I should provide a police certificate.

Yes, you need to provide a PCC from your home country.
The requirement doesn't depend on the date you did your landing.

My country has no embassy here. and the process will take roughly 6 month (to send document back home and receive it) You think if an explanation of this issue would help or they may reject the file?

I can't say honestly. There are some countries from which IRCC doesn't expect a PCC due to tedious procedures (like Saudi Arabia).

Also, don't really know how they would react if you send the application without the PCC and explain that you requested in at the same time and will present it either during the interview or once you get it. Could be worth a try with such a long process.
