We have the below information in information guide to CEC:

Police certificates
You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens have to provide:
 a valid police certificate, or
 police clearance, or
 record of no information.These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.


I am applying for CEC as primary appicant and will include my spouse in PR application as she is staying with me now in Canada. In this case, do i need to submit police certificates for both of us or just a primary applicant police certificate is enough.

I think we can get police certificates at our nations embassy located in canada. Correct me if i wrong.

2. Also, can i submit Criminal record check along with the application to avoid delays in application processing.

Unless your wife is under 18, of course you need to submit PCCs for her as well.

Every country has its own rules, and you didn't tell us what country you're from. It is true that for many countries you can apply for a PCC at the embassy in Ottawa.

PCCs are REQUIRED to be submitted along with the application.

But, if you're referring to a Canadian/RCMP check, it is NOT required. CIC does a name-based criminal record check for all applicants. Sometimes, the name check shows that someone in Canada with the same name as you has a criminal record, and they require a fingerprint based check to clear you. If this happens, it will happen later in the processing stage. Unless you expect to leave Canada before then, there is no benefit to doing an RCMP check before it is requested.

Depending on the country of Origin, in my case (Mexico); I don't have to provide the police certificates with the application, for Mexico two police certificates are required, state and federal police.
