My sister has Canadian PR valid till 2021 but her PR card has just expired. She doesnt intend to renew PR card as she didnt live in Canada much in the last five years. My question is if I can still claim points for sibblings having canadian PR in the circumstances while her PR card is expired but PR status is valid. Will appreciate feedback, thanks

You can claim points only when your sister is available physically in Canada. Until she is there, you can claim points.
