Points for education

Hi seniors,
Could anyone help me to determine the points for B .TEch chemical engineering 4 yrs professional degree from Osmania university , India, which is assessed by WES have got ECA as they mentioned it as Skill level A.

I am so confused of points either 23 or 22 taking into consideration of points for FSW.
I really appreciate your quick responses.

Post-secondary program credential of three years or longer 21
Secondary school (high school) credential [R78(1)(a)] 5
Two or more post-secondary program credentials 22
Two-year post-secondary program credential [R78(1)(c)] 19
University-level credential at the Doctoral level [R78(1)(g)] 25
University-level credential at the Master’s level 23

You should be in Post-secondary program credential of three years or longer 21
