Points for 15 years Masters

Hi There,

I have done Masters with 15 years of education. How many points will I get according to proposed changes in FSW

23 points for a Master's degree. However, education credential agency must also assess that your master's degree is equivalent to a Canadian master's degree for you to get those points.

Let's say i get student visa from PAKISTAN valid for 2 years .......and I land in Canada on April 2013 and submit my PR case in May 2013, As I have 67+ points ( I HAVE 7.5 IELTS ....3 YEARS OF EXPERIENCE AND MASTERS DEGREE ).....will CIC accept my application for processing? Wouldn't they demand from me to complete my degree first?

If answer is still YES then why cic has mentioned on its website that students are eligible for PR only after completion of their respective degress
