POE location and processing time

Hi, my wife and her dependant son will soon receive visa to immigrate to Canada from China under the family sponsorship program. They have been requested to submit passports and photos We will fly from Hong Kong to Toronto where we change flights to continue to St. John’s NL. And we would like to book flights soon
Will their POE landing interview be held in Toronto or St John’s?
If Toronto how much time do we need to allow for the POE immigration process , between flights?

They will complete immigration and customs PR landing formalities at Toronto that being the first POE into Canada.

Others will comment as well but Allow a minimum of 3 hours between connecting flights although can depend on time of day arriving how busy immigration is so not easy to predict so whatever feel comfortable with.

They will need to collect luggage at Toronto go through immigration/customs formalities for landing and then drop off luggage at connections desk for the connecting flight

Thank you very much, if I may... a couple of other questions,
Does my wife’s some how is now 19 have to enter Canada at the same time as she does or can he come later, within the time frame of the PR visa? He is in college and would like to finish his course and get his diploma first, when he does enter how long must he stay before returning to China to finish college, can he return to China before he is issued a PRcard?
