POE letter

HI Guys ,
My cousin had received Study permit Approval on July 2021. She got the visa stamped on her passport . However she did not receive the Letter of Approval (POE letter). Does anyone know if this will affect her entry to Canada ? can she enter the country without that letter ? . Please advise as she is planning to travel to canada in 2 days .

Someone in another forum said the officers at port of entry didn’t ask for their POE letter.
