I have a flight to Toronto from my National carrier and then a connection flight through WestJet airline (included in the original ticket) to Montreal,
My ticket has been finalized and I cannot change it now as the cancellation charges will apply. I want to stay in Toronto for 3 days..
is it possible that I get my immigration and custom done at Toronto and then do not avail the connection via west jet airline to Montreal ?
I have three options:

1- "walk out of the airport without hesitation once I am cleared at Toronto and issued a study permit and become a "no show" at Westjet counter"
2- "Inform the westjet counter that I do not wish to avail the connection"

Now the problem with option 1 is where will I get my luggage? will it be available to me once I land in Toronto or will it directly be shifted to the connection flight?

You will be doing immigration at Toronto as that will be your first landing point..

regarding your luggage you better check with airline but you will have to let them know else lose your luggage

when u check in ur luggage at ur departing airport tell them to check it in till toronto. cancel ur flight with westjet or ask for rescheduling it ..it is going to cost u one way or another ...if u cancel u will have to buy new ticket at a later date if u reschedule it charges may apply.
