PNP without Job Offer

Hi Forum members

i applied last year in skilled class but i couldnt beat the quota cap. I was now evaluating the option of Provincial Nominee Programs (PNP). i searched the relevant provinces sites but they require offer letter from employer apart from other requirements. I cant go on studying and then apply in PNP. Can you pls help by answering below:

1. Is any PNP accept application without having job offer?
2. If any province doesnt accept w/o job offer then how to apply for jobs or do consultants help to arrange offer letters for candidates or there is any other work around.

You may also refer to specific thread if there is alreday a discussion on this. Will appreciate your help and response

Manitoba Provincial Nominee Program (MPNP). They don't require job offer.
